All consultants are requested to submit cost proposals after the evaluation of technical proposals is complete. After the evaluation of technical proposals, the top-ranked consultant is requested to submit a cost proposal. If an agreement cannot be reached with the top ranked consultant, the next highest ranking consultant is then requested to submit a cost proposal. In circumstances where time is a critical factor, all consultants on a short list can be requested to submit a cost proposal.
