Tech Transfer Courses for Planners

The Technology Transfer Program's courses are not just about traffic engineering and pavement technology. In 2006-2007, we will also offer a full line-up of enrichment courses on transportation planning for engineers who want to understand planning. Taken as a series, these courses provide basic training for planners or engineers who are new to transportation planning in California.

Effective Transportation Planning Practice in California (PL-01)

Planning practice in California is comprised of a complex network of institutions, policies, and procedures. Understanding this process of interactions can be complicated, and mastery of it will strengthen your ability to craft effective plans. Attend this course to learn best practices for transportation planning, including how the goal setting, alternative generation/evaluation, public participation, and plan writing phases should work.

A 2-day classroom session of this course will be offered March 15-16, 2007 in Southern California (Ontario). The cost is $195 for CA public agency employees, and $325 for all others. An online version of this course is also being developed.

Developing Context Sensitive Solutions for California (PL-03)

People across California are demanding that transportation projects be better integrated into their communities. "Context Sensitive Solutions" (CSS) is the best practice approach, used to address the interests of communities sooner rather than later in the planning practice. This 3-day training program is designed to help transportation professionals learn how to identify and incorporate community goals and values. Students will learn the principles of partnering, techniques to identify issues important to the people who live, work, and travel in a community, and methods to better integrate community goals into projects.

A 3-day classroom session of this course will be offered November 28-30, 2006 in Northern California (Emeryville), and February 13-15, 2007 in Southern California (Los Angeles). The cost is $375 for CA public agency employees and $645 for all others.

Managing Transportation & Land Use Interactions (PL-08)

Often in transportation planning, the goals of mobility, development, and environment conflict. If you are a transportation planner or a community planner, and you want to learn how to coordinate and integrate projects involving transportation planning with local land use planning, this course is for you. Attendees will learn how to develop coordinated and consistent plans and studies that bridge transportation planning and general community planning.

A 2-day classroom session of this course will be offered May 8-9, 2007 in Costa Mesa. The cost is $225 for CA public agency employees and $375 for all others.

Funding and Programming Transportation Projects in California (PL-02)

The funding process in California is extremely complex, and there are few people who have a strong grasp on the entire funding system. The funding process in California is extremely complex, and there are few people who have a strong grasp on the entire funding system. This course is unique in that it is taught by a highly experienced team of experts with more than 60 years of combined experience with transportation funding and programming in California at the highest levels. Students who attend this course come away with a better understanding of the options that are available to them for funding transportation projects in California, including federal and state funding, or funding through other, innovative means. Understanding & Meeting Air Quality Conformity Requirements in CA (PL-05)

Recent court rulings have changed the way that cities and counties must comply with the rules of the Federal Clean Air Act. This course is newly revised and will cover common control strategies and funding sources, the California and federal requirements for plans and programs, analysis techniques and modeling issues, emissions budgets and SIP development, and more.

A 1-day classroom session of this course will be offered on March 29, 2007 in Costa Mesa. The cost is $95 for public agency employees and $175 for all others.

Two additional courses, Air Quality Conformity: Quick Basics (PL-05-RS) and Tips about TIPS and Regional Plans (PL-10-RS) are currently available as low-fee, on-request Road Shows.
